Anyone know if personal services corporation C corp is permitted at the 21% bracket, regardless of income?

Yes, some very large services businesses may become C corps because of the new tax bill. Corporate profits will be taxed at 21 % but all distributions will still be taxed as capital gains. It may make sense for large businesses that will delay distributions for years to set up this way but it doesn't seem to make sense for a small business.
