Contribution Date

When does a retirement contribution “count” in a 403b/457b? I get paid on the first, but sometimes this shows up in my retirement account on the 28th, sometimes as late as the 5th. How does the IRS consider this?

Im trying to figure out when I need to adjust my withholdings for next year.

It is based on the "pay date" and the year it is reflected in the W-2. The actual deposit to the retirement account is not relevant.
