Does anyone know if the new legislation which prohibits Roth conversion would also prohibit one from rolling over an old 401k/403b/governmental 457b/401a into a Roth IRA?

The legislation as passed by Congress (but not the Senate) only prohibits Roth conversions of after-tax contributions, i.e. BDR and MBDR conversions. Conversions of pre-tax $ in retirement plans would still be allowed. Uncle Sam wants your tax $ so income restrictions don’t kick in for a decade. Not a done deal until passed by the Senate which is not a given.
