The Fed has 'guided' to three rate increases next year.  The OP needs to add context, otherwise buy Vanguard Total Bond Market Admiral and call it a day.

Cozmo, ideally you should buy bonds according to your financial plan unless you are trying to time the market.  If you're trying to time the market I'm of no help.  If you aren't timing the market, then your question puts the cart before the horse.
