Can someone explain some terms in the HDHP plans?

Just started being offered these as an option, and was confused about something.

Plan has a 6500 deductible, after which everything is 100% covered. However, The out of pocket maximum is 13,000

If everything is covered after 6500, Isn’t the out of pocket maximum really just 6500? How would I reach 13,000?
