I don't think any of it is in the server the forum sits on. In fact, I'm told that they're actually manually registering to get past the Captcha.

As always, it boils down to money. Same concept as the Nigerian prince who is looking to move his fortune. Cast a large enough net and sooner or later someone will get caught up in it.
Forums are also great for SEO purposes. Getting a few hundred links coming in from a popular forum boosts a website in search engine results. Google's been getting better about filtering those out, but it still happens and not everyone uses Google, especially overseas. People pay for link farmers to spam forums all the time.

Seems pretty easy to write a little script to see if there are more than 5? non-ASCII characters in the thread title, if so, then delete the thread. That'd at least deal with the Chinese ones.
Also, not allowing a users first post to have a link, might remove the english ones!Comment
