Any recommendations for a bank that gives you a specific contact person you can email or call their direct line, instead of navigating phone trees and getting random people with varying competence levels each time?

This does not get the perks for becoming a Private Client (basically you can get a little loan discount for mortgages). I did him the courtesy of meeting and listening to the pitch. I do have access to Private Client guy if needed and get periodic economic market updates that Chase NY puts out.

Not sure I’d go so far as requiring a single personal banker, but USAA, a good credit union, or a decent local or regional bank all could be good choices for good customer service.
Among the giant national banks, US Bank seems to be the least bad / mostly good. Wells Fargo has been caught pulling shenanigans a bunch of times. Some folks here use Bank of America for Merrill Edge. Personally, I’m not looking to do more business with BofA, Chase, or Citi than I already am.

A family member has been using a specific BofA branch for over 30 years. The current manager knows them by name & gets a little extra attention. Works for them.
If you want a big branch, but a more personalized experience, I would recommend opening an account in person, noting that banker's name & getting their hours. Then once weekly for ~5-6 weeks go to the branch with an "issue" you need help with. Be friendly. Thank them. By the 4th visit they will remember you. As long as you are not annoying they won't mind. Especially if it is a quick issue. Do the email survey you will get about them. Ask "is it busy in here today?". Make a little small talk. Be nice.
They will undoubtedly give you their business card & how to reach them. ✓✓
I myself recently moved to BofA. 2 bankers at 2 branches have been very receptive to my queries. I contact to them directly & they get back to me within 2 hours. Personally I don't need more than that.$1 saved = >$1 earned. ✓

The difference is between a large bank vs a local or regional.
A national bank has strong rules by department/product line.
personal checking and savings = banking
Loans= mortgage, auto, personal = loan dept.
Credit card= different dept.
Investment= broker accounts
Face it, licensing requirements and regulations are different. One individual will not handle everything. The general info you will receive. For specific, what you want is to get a reliable referral to a specialist. Works the same as a PCP referring to another doc. They can make the call for you and get you set up or get back to you.
Your banking frustration is similar to an individual trying to get medical advice for a problem. Getting to the right doc or banker is frustrating. The good part, bankers don't charge for 15 minute slots.
