VBR(smallcap value) vs VIOV(Vanguard S&P Small-Cap 600 Val ETF)

VIOV has a much higher turnover ratio but lower tax cost ratio(I don't know how it has lower ratio). Any recommendation which one should be in a taxable account?

I have owned VBR for years in a taxable account.

I use the IJS (ishares version of VIOV) in my Fidelity taxable accounts. Last I looked, it tilts more to small value than VBR, which is why I use it.
